As the Executive Director of the Association of Bay Area Governments (ABAG), Rapport oversees the organization’s programs, serving as a liaison with the region’s elected officials and municipal managers and administrators. ABAG is the comprehensive regional planning agency for the San Francisco Bay region that has made progress in the areas of land use, environmental stewardship, and energy efficiency. Prior to his current position, Rapport served as Deputy Director at ABAG.

Rapport has also held positions as Principal Consultant for the California Senate Select Committee on Bay Area Transportation as well as Deputy City Attorney and Assistant City Manager for the City of Oakland.
